    RLRA is a flexible, locally funded rent assistance program that helps people exiting homelessness access stable housing with long-term support. Managed by the County Housing Authority and funded through Metro’s SHS bond, RLRA covers most of the rent, while tenants contribute an affordable share based on income.

  • Long‑Term Rent Assistance (LTRA) provides rent subsidies and supportive services to help households stay stably housed and avoid returning to homelessness. Administered by Oregon Housing and Community Services, it emphasizes racial equity, streamlined processes, and local flexibility

Rapid Re-Housing (RRH)

  • Housing Multnomah Now is a county-led program that connects people experiencing homelessness with permanent housing. It provides rent assistance and case management, coordinated through partnerships with local nonprofits. The program housed over 300 households in its first year.

    Although the program has ended, households are still utilizing rental assistance and case management services provided by the program.

  • This difference in programs represents two distinct approaches to housing stability, Rapid Re-Housing (RRH) and Permanent Supportive Housing (PSH).

    Rapid Re-Housing connects families and individuals experiencing homelessness to permanent housing through a tailored package of assistance that may include the use of time-limited financial assistance and targeted supportive services.

    Permanent Supportive Housing provides financial housing assistance and long-term supportive services to assist households, with at least one member with a disability, in achieving housing stability.

  • Our work is focused on locally funded/managed rental assistance programs to support the best possible experience for property managers in Multnomah County. Section 8/Housing Choice Voucher (HCV), Veteran Affairs Supportive Housing (VASH), Shelter+Care (S+C), and Moderate Rehabilitation are federally funded programs that receive support through other organizations.

  • Project-based rental assistance is tied to a specific unit/s at a specific property, while tenant-based rental assistance is attached to the individual household and can be used at any property.
