Every tenancy has risk; get reimbursed for costs incurred by RLRA households.

The Regional Long-Term Rental Assistance (RLRA) Risk Mitigation Program (RMP) provides financial reimbursement to properties leasing to RLRA households. It can cover costs related to unpaid rent, utilities or repairs that occur during or after tenancy.

How to Submit a Claim

  1. Download and Complete the Claim Form

  2. Gather Required Documents 

    • Signed Tenant Lease 

    • RLRA Agreement for Rental Assistance (ARA/Contract) 

    • Tenant Ledger

    • Invoices or receipts (for physical damage/repair claims) 

  3. Complete a ACH Authorization Form for direct deposit. If not completed, a check will be mailed to the address on the Claim Form. 

  4. Submit All Materials Online 
    Visit the HDC website and scroll to the bottom of the RLRA RMP section to upload your documents.

  • All properties currently or previously leasing to a household receiving a Regional Long-Term Rental Assistance (RLRA) voucher are eligible to file a claim.

  • Minimum required documents include: 

    • Completed RLRA RMP Claim Form 

    • Tenant Lease Agreement 

    • RLRA Assistance Agreement (ARA/Contract) 

    • Tenant Ledger (for rent, utility, or operational losses) 

    • Receipts or invoices (for physical damage claims) 

    Additional documents may be requested depending on the type of claim submitted. 

  • Operational Costs 

    • Unpaid rent (up to 90 days) 

    • Late fees and lease-break fees 

    • Legal fees may be eligible (with supporting documentation) 

    • Relocation expenses (e.g., moving tenant belongings) 

    • Loss of rental income due to repairs (tenant-based RLRA) 

    • Unpaid utilities and other tenant charges 

    Physical Damages 

    Eligible damages exceed normal wear and tear and may include: 

    • Excessive cleaning, debris removal, extermination 

    • Repairs to doors, walls, cabinetry, etc. 

    • Damage to adjacent units or common areas caused by the RLRA tenant or their guests 

    • An administrative fee (up to 5%) for supervision of qualifying physical repairs 

  • Single-Unit Claims (Tenant-Based RLRA): Up to $5,000 per tenancy 

    Multi-Unit/Common Area Claims: Eligible for up to 5 units, $25,000 maximum per claim 

  • Funding Source: Metro Supportive Housing Services (SHS) Bond
